About Us

Missouri State University has been selected as a Blindness Skills Specialist (BSS) site to coordinate services for students who meet the eligibility criteria of visual impairment as defined in the Missouri Department of Elementary and Secondary Education State Plan for Special Education.

Eligibility

The Missouri guidelines indicate a student is considered as having a visual impairment and eligible for specialist education services when these criteria are met::

An eye report from an optometrist or ophthalmologist indicating the student has a progressive visual condition or a visual impairment with  

 a. an acuity of 20/70 or less in the better eye after best correction OR 
 b. a field restriction of 20 degree or less, AND Include documentation that demonstrates how the impairment  negatively impacts on education.  (see the section on student referral for further information)

The BSS is under the umbrella of the Regional Professional Development Center. Julie Anderson-Ituarte is the project coordinator and contact person at Missouri State.
